HRZ files are associated with Slow-scan television (SSTV), an image transmission method designed for limited bandwidth conditions that requires special software to operate. As such, opening these HRZ files with regular image viewers may not be feasible and so converting them to more popular formats like JPG or PNG might be the better solution.
